The Lomé Urban Environment Project (PEUL) was initiated in 2008 with the aim of strengthening the capacity of the Lomé City Council to provide the city's population with better urban services and a sustainable solution to the city's environmental problems. The first two programmes, PEUL 1 (2008-2013) and PEUL 2 (2013-2018), amounting to €13.5 million, financed priority actions in urban solid waste management and the strengthening of the city's financial capacities.

The technical assistance to the project owner (ATMO) is a mission of targeted accompaniment for the Autonomous District of Lomé in the implementation of the actions planned in the PEUL 3 Project, and more particularly in its component 1 "improvement of solid waste management.

Our mission

The Consultant's service is based on the provision of a resident technical expert, specialised in solid waste management, for a period of 24 months within the Directorate of Technical Services (DST), and short-term expertise support on cross-cutting themes in the field of urban development and local taxation.

The mission of the experts is based on the following activities

  • Support the District in the implementation of the rehabilitation project of the old Agoé-Nyivé landfill site, by participating in the contracting process (works company and supervision office), in the monitoring of the construction site as advisor to the project owner, and by assisting the DST in the environmental monitoring of the site after the redevelopment works
  • Support the District services in the reorganisation of pre-collection and collection
  • Lead the reflection and assist in the implementation of the strategy for the organisation of urban solid waste transport and disposal
  • Support the implementation of waste sorting, recycling and recovery initiatives
  • Contribute to ensuring that social dialogue and the mobilisation of the population, pre-collectors and informal workers are taken into account in the organisation of the sector, and ensure that international standards (environmental and social) are respected in the social support of the reclaimers of the old Agoé dump to be rehabilitated, and in the management of the displacement of formal and informal activities
  • To assist technical departments in the definition and development of a global planning strategy for the "Urban Solid Waste" sector
  • To support the city in the management of the urban territory by assisting it in the development of strategic urban planning documents and in ensuring good land control of the territory
  • Provide targeted training and knowledge transfer for DST staff in the field of solid waste management.
