The integrated slum clearance project, a nationwide program, provides the general framework for intervention in the 4 very precarious housing areas located in Balbala. The study areas cover an area of 48 hectares and have an estimated population of 13,252 inhabitants.
- The T9 neighborhood: area of 10.4 hectares / estimated population of 2,322 inhabitants
- The Q11 neighborhood: surface area of 6.7 Ha / estimated population of 1,123 inhabitants
- The Quarawil/Pompage district: surface area of 22.5 Ha / estimated population of 7,163 inhabitants
- The Harirad district: covers an area of 8.4 Ha / estimated population of 2,646 inhabitants
These areas have some of the highest land use densities in the city of Djibouti. The objective of the study is to produce a detailed technical program for the construction of roads and basic socio-community facilities for each of the 4 districts. The study includes:
- an important socio-economic component with field surveys of the inhabitants, including a detailed census of the populations to be displaced as part of the restructuring (clearance of rights of way, evacuation of populations from wadi beds, etc.)
- an important component relating to safety, hygiene and environmental issues with regard to the living conditions of the populations in place (refugees from neighboring countries, populations from the rural exodus in particular).

- Elaboration of the diagnosis of the current situation of the district;
- Elaboration of the general restructuring plans;
- Elaboration of detailed restructuring and alignment plans;
- Elaboration of the implementation and management plan of the project;
