The increasing demand for individual connections, which are becoming widespread and make the systems complicated for non-professionalized Agricultural Development Groups (ADG); the World Bank launched this consultation to see what solutions are likely to be found in order to propose delegating the management of water supply to the rural population.

The objective of the study is to identify and select about forty ADGs from a list of one hundred proposed in the  Terms of References of the study. These ADGs will be surveyed in the field to select some of them to identify the sites for the pilot projects to introduce the Public Service Delegation (PSD) for drinking water distribution within the ADG's scope of intervention. The feasibility of this delegation will be further developed at the institutional, legal and financial levels.

Our mission

The study is being conducted in two phases:

  • Phase 1: Out of the one hundred pre-selected ADGs, benefiting from a rehabilitated infrastructure, availability of technical and management documents, the Consultant will select about forty ADGs from which pilot projects will be presented for the management of the Water Distribution.
  • Phase 2: For the selected ADGs consisting of two ADGs in the Governorates of Sidi Bouzid and Mahdia and a set of adjacent AGs in the Governorate of Nabeul, two pilot project scenarios are presented: one for the management of a limited number of connections and the other for a larger area of intervention and a more consistent number of connections. Establishment of financial models, concession and subscription contracts and management modalities.
